摘要
战略环境影响评价(StrategicEnvironmentalAssessment,简称SEA)是环境影响评价在战略决策层次上的应用,是实现可持续发展战略的重要手段。首先阐述了产业政策SEA的内涵,分析论述了产业政策对环境的影响和山东省产业政策SEA的必要性,建立了山东省产业政策SEA的理论基础,最后提出了山东省产业政策SEA的初步研究框架。
Strategic Environmental Assessment (SEA) is the application of Environmental Impact Assessment on the strategic level, and is an important tool to promote sustainable development.The connotations of SEA for industrial policies are introduced,and the necessity of the Strategic Environmental Assessment for the industrial policies of Shandong Province is described.The basic theories of industrial policy SEA were established.The study framework of SEA for industrial policies of Shandong province is put forward.
