正确理解和严格遵守《1972年国际海上避碰规则》是确保海上航行安全的重要条件.尤其是在能见度不良的情况下,船舶驾驶人员应能熟练操作各种助导航设备、熟悉各种灯光声号,及时判明周围情况,保持谨慎驾驶,"早、大、宽、清"地避让他船,避免海上事故.

The understanding correctly and implementing strictly to the 1972 International Regulations for Avoiding Collisions at Sea(COLREGS 1972) are very important to the safety of ships on sea.In the conduct of vessels in restricted visibility,the navigators should operate the navigational aids proficiently and be familiar with the light and sound signals to judge the situation around the ship clearly,and always handle the ship with caution to give way to other ships 'early,large,wide and clear' to avoid any maritime accident occurring.
