This paper summarizes the delegation of statutory certification responsibilities of flag state on global scale.SOLAS74,MARPOL73/78,LL,TONNAGE and other Conventions describe the duty of the flag state having the certification function from a legal point of view,by the theory integrating with practice analysis the reasons of the delegation of the statutory certification responsibilities of flag state,and summed up the prevailing type of flag state's delegation of official certificate's certification responsibilities.
