Certifying body of ships' statutory certificate and delegation

一方面,船舶法定证书应由主管机关或经其正式授权的认可组织签发或签署.另一方面,主管机关在任何情况下对证书负有全部责任.在相关公约及国际海事组织有关指南的背景下对如何授权展开探讨,分析主管机关与认可组织的各自优势,寻求最优授权方式.结合实际审计经验,对主管机关授权认可的组织如何实施有效监控和加强自我评估等方面提出具体建议.

Vessels operate internationally and it is obviously not realistic for Administration to perform all surveys by itself.Both the Administration and the Recognized Organization,the certifying body,could issue the statutory certificate depending on the degree of delegation.The Administration,however,is carrying the ultimate responsibility for all activities related to the issuance of statutory certificates.This paper will discuss the optimum way of delegation under the related conventions and IMO guidelines as well as the advantages of certifying body respectively.
