从上世纪八十年代开始,我国建筑业逐步参与联合国用世界银行无息(低息)贷款进行的第三世界建设项目的招投标,至今已有二十多年时间。这种当时被人们称为"援外工程"的项目,由于大多建在第三世界和不发达国家,因而又被戏称为"国际扶贫"行动……

From the begining of 1980's, our country's construction industry gradually has participated the inviting and entering tenders of the Third World. This movement is managed for interest-free and interest-low loans from the World Bank by the United Nations for 20 years. It was called 'Foreign Aid Project' at that time becaue most was carried out in the Third Wrold countries. It was aslo called 'International Aid to the Poor' Movement.
