依法治国是建设社会主义法治国家的基本治国方略。执法是公安机关的主要职能,法制工作是公安工作的重要基石。加强公安法制建设,严格、公正、文明执法,是新的历史条件下进一步加强公安工作和队伍建设的必然要求。要坚持宪法的根本原则,进一步强化政权意识,努力维护社会政治稳定;坚持刑事法律的基本原则,进一步强化证据意识,严厉打击刑事犯罪;坚持行政法的基本原则,进一步强化服务意识,为经济发展创造良好的治安环境;坚持《立法法》的基本原则,进一步强化创新意识,为依法治省做出新的贡献;坚持国际法的基本原则,进一步强化改革意识,更好地适应加入WTO后新形势的需要;坚持警察法的基本原则,进一步强化自强意识,大力加强公安队伍素质建设。

Administering a nation according to law is a fundamental principle of constructing a so-calist country ruled by law. To enforce law is a major function and to rule by law is a vital cornerstone for public security work. To reinforce the legal construction of public security, and to carry out laws strictly, fairly and politely are demanded inevitably by the public security work and its construction in the brand new historical time. To adhere to the cardinal principle of the Constitution, to stick to the fundamental principle of criminal laws, to hold on to the essential principle of administrative laws, to uphold the primary principle of the legislation laws and to persist in the essence of the police laws are the many means to promote the public security work.
