论BOT方式与我国基础设施建设

On BOT and Infrastructure Project

基础设施投资不足是长期以来制约我国经济增长的重要因素 ,尤其是西部大开发 ,其初期很重要的投资领域是基础设施投资。但基础设施投资往往资金要求量大 ,投资回收期长 ,因此 ,仅靠政府做为投资主体显然是不够的 ,为了能主动吸引国外企业和国内民营企业投资于基础设施建设领域 ,BOT应该是一种较好的方式。

China has long seen insufficient investment in infrastructure project to be a barrier for its economic growth, at present effective attraction of investment plays an important role at primary stage of great-leap development of western regions . Therefore , it is not enough for western regions to ask for investment by government , while a better choice, which can attract more investment in infrastructure project by private-owned enterprises both domestically and internationally , is BOT.
