法治是德治的升华,德治是法治的思想前提,法治与德治相结合是社会主义市场经济的内在要求。
The rule of Law is the higher stage of the rule by virtue and the latter is the ideologicalPremise of the former. Their combination meets the internal requirement of a socialist market economy.
