长江水灾的重要原因之一是长江上游的水土流失，必须加强长江上游水土保持。重庆发展旅游业，既有现实的资源优势和市场优势，又是长江上游开发性水土保持的重要内容，因而将成为长江防灾减灾的新举措。

One of the important causes of the Yangtse River flood is the erosion of water and soil. It is imperative to enhance the conservation of water and soil in the upper reaches of the Yangtse River. The development of Chongqing tourism embodies not only resources and market advantages, but also the content of exploitative conservation of water and soil in the upper reaches of the Yangtse River, thus becoming a new measure of prevention and allevia- tion of its flood.
