摘要
运用可持续发展理论 ,分析了四川省在发展交通运输系统带来的生态环境问题 ,同时对四川省铁路、公路在面临其他运输方式的竞争以及相互间所存在的竞争问题 ,提出了必须运用可持续发展理论和系统工程理论 ,把交通运输工程放在地球环境、生物、资源、污染等诸多要素构成的“工程—自然—经济—社会”的复合系统中进行全面考虑 ,把性质不同的生态环境系统与交通运输经济系统研究有机地结合起来 ,才能确保国家在发展铁路、公路等大量基础建设项目时决策的正确性 ,避免因片面强调经济效益而对环境造成不可挽回的损失。在计算经济增长时 ,应该正确考虑环境成本。只有这样 ,交通运输才能健康发展 。
Based on the theory of sustainable development,the authors studied the ecological problems resulted from the construction of railway and highways, and from competitions among land, water and air transportation. To ensure the validity of national policy on railway and highway development, the railway system should be considered as such a compound system as engineering work-nature-economy-society, which are composed of geological environment, living beings, resources and pollution. The railway and highway construction in the future should avoid unilateral emphasis on eonomic benefit and neglect of geological environment. In this way, railway and highway transportation will play an important role in economic development.
