西部大开发与土地资源集约利用(以四川为例)

THE GREAT EXPLOITATION OF WESTERN CHINA AND THE IN TENSIVE USE OF LAND RESOURCES

在西部大开发中 ,四川省经济将进入一个高速增长期 ,建设用地的需求速度加快 ,规模扩大 ;四川人均耕地比全国人均水平低 1/ 4,2 5度以上坡耕地 10 12× 10 4 亩 ,退耕还林 110 0× 10 4 亩 ,人地矛盾十分尖锐。四川经济大发展 ,对土地利用必须吸取“盲目上项目”、“开发区热”和“违法乱占”的教训 ,内涵挖潜 ,集约利用 ,首次提出建立土地保护审计制度、全面调查分析城乡建设用地利用现状、盘活存量土地、利用经济杠杆增加新增用地成本等调控对策 ,保证用地需求 ,保护土地资源 。

With the great exploitation of western China,the economy in Sichuan Province will develop at the top speed.To meet the needs of economic development,the rate and scale of land for construction will increase rapidly.But the average per capita cultivated land in Sichuan Province is less than that in whole China,therefor contradiction of increased people and less land will become greater and greater.In the process of economic development,potential land must be taped and intensively utilized in order to avoid ‘blind project’, developing area craze’and ‘occupied land without law’.Land protection audit system,investigation and analysis of present land situation for construction in urban and countryside, activation of stock land and control countermeasures of increasing cost for new land were proposed in this paper so as to insure the demand of land utilization,protect the cultivated land and resources and promote sustainable development of nation economy.
