对于玉溪这样一个经济总量较大 ,第一产业和第二产业占优势 ,但第三产业不够发达的城市 ,是否应该把第三产业中的旅游业作为支柱产业来培植 ,使玉溪的旅游业在产业结构调整中走稳走好。

Yuxi is such a city whose economy is very floourishing and the first & the second industry are in a dominant position, but her third industry isn't developed, therefore, we should cultivate the third industry as the mainstay in order to make Yuxi's tourism develop smoothly in the course of industrial structure adjustment.
