国企改革的成败,首先取决于“设计”,然后取决于“施工”。要使“设计”科学合理,“施工”保证质量,应建立“设计”的选择、监审制度,注重选择“施工队伍”和“包工头”,并建立“施工监管”制度。建议国家进一步深化机构改革,设立国有企业经营方式决定部、管理部和经营管理监察部,加强对国企改革“设计”与“施工”的管理和监督。

If we want to make the design reasonable and scientific, we should form the systems of the choice and supervision and attach importance to choose the labor contractors and the construction team. Here there is a suggestion that our country should deepen the reform of the organization, set up the departments responsible for the decision, management and supervision of the state-owned enterprises in order to strengthen the supervision and the management of the design and construction of the state-owned enterprises.
