The essential component of the thoughts of China modern education is to give priority to its development. This article approaches the formation of this idea, its theoretical basis, and how to fulfil it: cultivate the atmosphere of respecting knowledge and talents, increase the budget of education, reinforce the teaching staff, urge the teachers at all levels to get down to business, mobilize the masses to contribute to education, and so on.
