冷战结束后，西方情报机构迅速调整其战略和目标，强调信息技术的运用在情报和反情报上的价值，并借此完成情报功能和手段的转型。美国凭借其科技和信息优势，在全球范围内主导情报冷战的部署和实施。冷战时代，中国一直是西方情报机构预警的对象，目前又成为西方挑起的这场新冷战的重要目标之一。可以预见，中国在新世纪面临的信息和情报安全环境不容乐观，中国信息和情报系统将担负全线防守和出击的双重重任。

After the Cold War, the Western nations' intelligence agencies adjusted rapidly to their strategies and targets. The U. S. takes advantage of its science and information technologies, and becomes the most important leading factor in deploying and implementing the intelligence Cold War on a global scale. Before the Cold War, China was foe target of warning of the Western nations' intelligence agencies, and now is one of the major objectives of this new Cold War which the West provoke firstly. There's no doubt that information and intelligence security sitUations China will face in the new century are not optimistic and consequently, Chinese information and intelligence agencies will bear two kinds of heavy responsibilities of comprehensive defense and attack.
