Three Types of the Government's Functions

随着机构改革的全面展开，关于政府职能模式的问题是当前理论界最为关注的问题之一，但在这一问题上存在着思想混乱，这种混乱有可能对政治体制改革造成误导。为了避免这种情况的出现，首先需要确定什么样的政府职能模式最适用于中国。本文认为，存在着三种不同类型的政府职能模式，引导型政府职能模式是中国建立社会主义市场经济的正确选择，它与西方的保护型政府职能模式和干预型政府职能模式有着本质的不同。

The function of government has become one of the most noticeable questions in China with the reform of the organization. There have been lots of ideological confusions with reed to the reform, which may mislead Chinese political system reform. We should first determine what type of government's function is most suitable to our country. The author argues that there are three types of government's functions, and the guiding function, which is different from the protecting functions and the intervening function type in the west, is foe right choice in Chinese socialism market economy.
