摘要
任何一个群体中的人员功能都是有差别的 ,这种“差别”是客观的 ,不同功能差别的人组合在一起就构建了这个单位的人员结构 .称这种差别为人员功能偏差 ,该偏差过大、过小都不一定合理 .只有偏差合理 ,才能构建合理的人员结构 .笔者借助于工作效益度函数来讨论人员功能的最优偏差 。
Usually in a group the staff's actions are different from one to another.Anyone can't change this kind of diversity.These persons with diverse actions together form the group's personnel system.This diversity,in the article,is called diversity of staff actions.It is not suitable if the diversity is too great or to small.Only proper diversity can constitute suitable personnel system.Here the author,by discussing the most suitable diversity on staff actions through the function of personnel's working efficiency,offers a scientific theory on how to make up a suitable staff system.
