晚清社会真正开始现代化举步之时 ,由于中央权威的衰落 ,地方督抚势力逐渐成为一支独立的能够左右清廷政局的重要势力。晚清督抚以其行为观念的现代化转变和对社会变革的深刻介入 ,成为十九世纪后期到二十世纪初期中国早期现代化领导构成中的重要成员 。

At the beginning of the social modernization in the late Qing Dynasty,the power of local governors grew into an important individual force which could influence the Court,due to the decline of the central authority.The governors at that time underwent some modern transformation in conceptions and conducted some intervention in the social reform,As a result,they became an indispensable leading component in the modernization between the late 19 th century and the early 20 th ,and exerted great influence on the early modernization process of China.
