Technical progress of strategic state

一般情况下的技术进步其工作和项目是单项性和相对孤立的,并以取得技术优势为目的,技术进步的结果是创立其核心功能.战略态下的技术进步强调与企业的各项工作、组织结构以及企业环境的协调发展,主张以建立企业的经营优势增加竞争力为目的,并在功能、创新上实施与技术核心功能项目相配套的附加功能创新,实现软硬技术的同时进步.

Technical progress of a project is, generally considered as a single factor, aimed at the improvement of technology, and resulting in establishment of its core function. Technical Progress of Strategic State (TPSS) will emphasize co-ordinated development of several factors within an enterprise, including operations and organization structures. TPSS aims to improve management and competitiveness of the enterprise, and to develop additional new functions to assert its core function in order to achieve technical progress of both the equipment facilities and the administration, management and technologies within enterprise.
