Relations between disaster predictions and solar activity predictions are an important aspect in solar-terrestrial research A comparison of the aim,user,data and method of solar activity predictions with the ones of disaster predictions is given,the possible relation between these two kinds of predictions is pointed out and the indicator of the prediction level is discussed,respectively,in this paper The predictions of Solar Cycle 23 collected are finaly listed in the last part of the paper
