The harnessive effects, practices and experiences on national one and second phase stage one of Zhunge'er county for 15 years have been expounded thoroughly. Huangfuchuan basin is one of national major harnessive areas, here the soil and water loss is severe. By harnessing soil and water loss,the crop's productivity and people's living condition have been improved and the economic development has been promoted simultaneously.
