本文从实际出发，通过对一些教改观点的辨析，试图解决在教学计划制定中所遇到的一些矛盾。指出地方工科院校在制定教学计划时，应实事求是，贯彻素质教育的思想，实施工程技术教育，培养面向基层从事现场工作的应用型人才。

The paper tries to solve some contradictions in setting teaching plan by analysing some points of view on educational reform It also points out the reaching plan should be practical and realistic in the local engineering university and should carry out the ideas of quality education and engineering technology education and forster on-the-spot applied persons who face the foundational department
