41 A Modest Propasal for“Policing Administration

公安院校现在实行的所谓警务化管理并非是名符其实的警务化管理。真正科学的警务化管理应与警务活动相适应，应与教学活动相配套，应为培养警察特有的品质服务。现行的所谓警务化管理在许多方面恰恰与此相背。例如，现在实行的早操制度。

?The so－called policing administration enforced now in the public s ecurity colleges and universities is not worthy of the name.The real scientific policing administration should be suited to teaching activities,adapt to policin g activities and serve the training of qualities peculiar to the police.The pres ent so－called policing administration is just the opposite in many aspects.For example,the system of morning exercises in force seriously disturbs teaching act ivities. 【
