摘要
目前我国政府间财政转移支付制度很不完善，存在不少问题。国家要建立完善的政府间财政转移支付制度，必须采取措施，进一步明确我国转移支付的目标、各级政府的职能，提高财政实力和实现规范化、法制化。
Now there are many problems in the shifting financial institution between the governments. Inorder to found a better shifting financial institution, something should be done to solve the prolems,which will better serve the society.
