乡镇企业产权制度改革的探讨

乡镇企业在经历了２０ａ的迅猛发展后步入了低谷，产权不清是造成这种状况的主要原因。不进行产权制度改革，就不能调动所有者、经营者和企业职工的积极性，就不能与市场经济的要求相适应。因此，在界定产权关系的基础上，将集体所有制的乡镇企业改组为规范的公司制企业、合作制企业、合伙制企业以及个人业主制企业，是促进乡镇企业健康发展的战略选择。

Enterprises in village which have made rapid development for twenty years gradually drop to lowlying status. One of the main causes is that property right system is not clear. If the property right system is not reformed,the enthusiasm of the owners,managers,staff and workers of enterprises can not be aroused and the property right system can not adapt to the demand of market economy. On the basis of clearing property right relationship,the enterprises of collectiveowned system in village should be reorganized to standard company system enterprises,cooperative system enterprises,partnership system enterprises and individual owner system enterprises,which is strategic selection to promote sound development of enterprises in village.
