摘要
煤炭资源的储藏具有地域性，随着资源的开发逐渐形成了煤矿碳产业，煤炭产业的兴起促进了区域社会经济系统的发展。在煤炭产业必然要衰退的情况下，运用系统科学的思想和可持续发展理论来分析由于煤炭产业衰退给区域社会经济系统造成的冲击和影响，并提出煤炭产业转型的目标和应遵循的原则是十分重要的。
The development of the regional coal industry has contributed a lot to the local economy. It becomes significant to put forward objectives and principles of the transition of the regional coal industry at the time of its decline.
