国有企业监控是国有企业所有权与经营权分离的必然要求，在市场经济条件下，传统的国有企业监控手段已难以适应形势的变化。在运用产权理论对我国国有企业监控和发达国家上市公司监控现状分析的基础上，针对我国的现阶段的实际国情，提出了国有企业监控实现制度创新的对策建议。

The supervision on state-owned enterprises is essential because of the separation of ownership and management. The traditional ways of supervision on state-owned enterprises are out of date in the condition of the market economy. The supervision both on state-owned enterprises in China and stock companies in developed countries is analyzed with the theory of property rights. The countermeasures and suggestions on the systematic innovation of the supervision on state-owned enterprises are given based on the current situation in China.
