北京:利用外资促进首都经济发展

Beijing: Accelerate our open-door economy by attracting more foreign investments

改革开放以来,北京市的吸引外资工作取得了令人瞩目的成就。截至1999年8月底,北京市累计批准外商投资企业1.4万多家,协议吸收外资270亿美元,实际吸引外资170多亿美元,已开业投产的外商投资企业5400多家。20年来,北京市吸引外资在首都经济发展和改革开放中发挥了重要作用。 (1)加快了首都经济的发展。1979—1998年,北京市累计实际利用外资156.7亿美元,占同期地方固定资产投资总额的31％。1991年以来,北京市国内生产总值增长额的36％是外商投资企业提供的。1998年外商投资企业工业产值已占全市工业总产值的32.2％。 (2)促进了北京市的经济改革。通过举办外商投资企业,加快了国有企业经营观念、经营方式、经营机制、管理方式的转变,加快了全市资产重组的步伐。外商投资企业采用国际上通行的企业组织形式和现代管理模式,实行国际化经营,促进了北京市各类生产要素市场的形成和发展。

Beijing has some unique advantan attracting foreigninvestments, such as an abundant supply of technical talent, a big market, an ever improving infrastructure, a growing body of related policies and regulations, and China's expected entrance into WTO. All these factors should play a positive role in attracting foreign investors.To further develop Beijing's open economy and to build Beijing into a modern international city, we at the city government worked out the following guidelines:1.Further improve investment environment. 2.Provide more guidance for investment directions. 3.Expand the number of industry sectors open for foreign investments. 4.Adopt multiple modes of investment absorption. 5.Foster multiple forms of business entities suitable for foreign investments. 6.Emphasize key areas such as the hi-tech development/experiment zone in Zhongguancun. 7.Promote the rule of law in all matters pertaining to foreign investment.
