福建:再创利用外资工作新辉煌

Fujian: Striving for new glory in attracting foreign investments

改革开放20多年来,福建省利用外资工作取得很大的成就。截至目前,全省已累计批准外商投资企业2.6万家,合同外资600亿美元,实际利用外资300亿美元。自1995年以来,福建已连续5年每年实际利用外资在40亿美元以上,约占全国实际利用外资的1/10。近几年,每年实际利用外资约占福建全社会固定资产投资的40％,外商投资企业工业产值占全省工业产值60％,占全省新增工业产值的70％左右,三资企业出口额占全省外贸出口总额的55％,涉外税收约占全省工商税收的1/4,就业人数约为全省就业人员总数的1/4。利用外资大大改善了福建基础产业滞后发展的局面,有效地促进了产业结构优化和地区经济的发展。 时代的列车即将驶入21世纪,经济全球化、信息化、知识化浪潮拍岸而至,福建利用外资工作既迎来良好的发展机遇,同时也面临着严峻的挑战。我们要增强紧迫感、责任感、使命感,抢抓机遇,奋力拼搏,再创利用外资工作新辉煌。

Since the implementation of reform and open-door policy, Fujian province has achieved a lot in foreign investment utilization. With the coming of the new century and it's challenges and opportunities, we must have a sense of urgency, responsibility and mission. We shall focus on the following 5 areas.1. Grasp the historic opportunity created by China's expected entrance into WTO, and explore new areas of investment. 2. Open up new avenues to attract foreign investments and to improve effectiveness. 3. Strive to realize the potential of various special development zones. Make these zones more attractive to investors. 4. Build a 'soft' investment environment that respects the rule of law, standardization and transparency. 5. Further standardize investment management and do a solid job in related matters.
