Heibei is an important coastal province in northern China. It has some clear-cut geographic advantages and a vast market. In out national long-term plan of developing the outer economic circle of Bohai and the inner economic circle of Beijing-Tianjing-Heibei, Heibei is also the centerpiece.Since the start of the reform 20 years ago, Hebei province has diligently carried out the basic national policy of open door. Armed with a realistic assessment of the local circumstances, government offices at all levels across the province have been improving all aspects of foreign investment absorbing. Worthy of special notice is our implementation of the strategy 'Concentric Circles', of which the inner circle is Beijing and Tianjing and the outer circle is formed by Bohai bay. An atmosphere of effective and rational utilization of foreign investments at all locations and levels covering a wide range of industry sectors is being formed.Looking ahead, we will continue to expand the reform and open-door policy and fine tune our :'Concentric Circles'strategy. We must devote major efforts to attracting foreign investments, technologies, talents, and advanced management skills, so as to speed up the process of linking up with the global market. We will be concentrating on the following six areas:1. Improve the strategic planing of investment projects. 2. Actively seek to influence foreign investments into serving the structural reform of our state owned enterprises. 3. Emphasize absorbing investments from Europe and the US. Open up new avenues and new ways to attract advanced technologies. Optimize foreign investment structures and raise cooperation level. 4. Improve the special development zones. 5. Improve investment environments in earnest. 6. Foster new growth sectors of foreign investments enthusiastically.
