《国家重点基础研究发展规划》(以下简称规划)受到整个科技界的极大关注和重视。《规划》贯彻“统观全局,突出重点,有所为,有所不为”的原则和“大集中,小自由”的精神,在现有研究工作部署的基础上,鼓励优秀科学家围绕国家战略目标,在经济、社会发展有重大影响、能在世界占有一席之地的重点领域,瞄准科学前沿和重大科学问题,开展重点基础研究。本文将主要从规划出台的背景、制定与实施进展、意义与影响等几个方面做一简要介绍。

The National Key Development Program for Funda-mental Research (Abbreviated as The Program) has aroused great concerns and emphasis in whole science and technolo-gy circles. The Program firmly focused on key scientific and technological issues in the national economic growth and so-cial development. We' ll do our best to concentrate research forces to make great breakthroughs in some selected scien-tific fields to reach advanced world standards and occupy a place in world science and technology development.
