摘要
美国SOM公司做的滨海新区CBD城市设计提供了非常宏伟的发展愿景,可当它面临实施的时候,城市设计主要控制哪些要素,如何与法定规划衔接,形态化的东西如何转化成规划管理操作手段,都是我们面临的重大问题。通过从于家堡金融区"9+3"地块的实施中找寻一些成功的经验,同时也梳理出仍存在的问题,以期推动城市设计工作更好的发展,使城市设计更快纳入城市规划编制法定体系和城市建设管理法制体系。
Binhai New Area CBD urban design which is designed by the U.S.architecture firm SOM provided a very ambitious vision,but we will also face the major issues including what are the main elements of urban design control,how to interface with the statutory planning and translate shapes into operational means of planning management when it begins to implementation.This article attempts to find some successful experiences from the construction of Yujiapu＂ 9＋3＂ blocks and the problems which still exist.
