粮食流通体制改革,是我国今年实施的一项重大改革。这次改革的目的,就是要通过理顺体制、理顺价格、完善政策,加快建立在国家宏观调控下中央和地方责权分明、适应社会主义市场经济要求、符合我国国情的粮食流通体制,更好地保护农民种粮积极性和广大消费者利益,促进粮食生产的稳步发展,搞活粮食流通,
Reform on grain circulation system is a major reform conducted in our country this year.The target of this reform is to regulate the system and price and perfect policies, quicken the construction of grain circulation system under the national macro regulation and suited to the socialist market economy requirement and our national situation, better prevent the initiative of grain farming by peasants and benefits of mass con- sumers,improve the power of state-owned grain enterprises and ease the burdens of national finance. In order to improve the reform on grain circulation system,the following three policies must be strictly implemented: The policy of purchasing the remaining grain from peasants based on preven- tive price should be strictly implemented.The purchase price and preventive price should be rationally formulated and timely publicized by governments in different provinces.The state-owned grain collection and storage enterprises should improve service quality and Bank of Agricultural Development should guarantee the collection fund.The state-owned grain collection and storage enterprises should strictly imp- lement policy of selling grain by regulated price and guarantee that new lost never occurred.Policy of closed-operation for purchase fund should be strictly implemen- ted.
