建立可持续发展的能源生产消费体系,实现能源工业增长方式由粗放向集约,由外延向内涵,由资源耗竭向资源节约,能源工业运行机制由计划主导型向市场主导型的转化,必须根据国家对山西能源工业发展的总体要求和山西经济、社会、环境发展的总体目标,制订山西能源21世纪可持续发展的战略与综合规划,以此作为制定能源计划与政策的依据,以解决能源工业长远发展的目标、方针、政策、措施等一系列根本问题。

It is necessary that a energy strategy policy should be put out for Shanxi province in order to solve problems which will be meet in the development of economy. Sustainable developing system of production and consumption of energy should be set up to realize transformation of increacing model in energy industry, which is from extensive to intensive, from being drained of natural resources to reduing and from plans as leading to market in running system of energy industry.
