Over the years,population growth and industrial development in Hong Kong has caused serious pollution of the environ-ment.To ensure that we will live in a healthy environment,we need to have a broader view of economic efficiency that incor-porates environmental quality as one of the dimensions of"economic success".This has become an acute problem for theworld in general and Hong Kong in particular.
