风溪河开发的两次规划，结论基本一致，规划是很成功的，可供今后工作借鉴，但也有需要吸取的教训。
The conclusions are basically sazne in twice cascade development plannings. The plans are successful, and other development proects can use their experience as reference, as well as leam some lessons from them.
