摘要
探讨了义务教育中如何实施数学教育的问题，具体论述了“大众数学”的内容，并通过对《初中数学》教学大纲的比较，提出了“大众数学”的教学不应围绕升学而转，而应把对学生能力的培养提到首要位置．
In this paper, the problem that how to carry out the mathematical education in the voluntary education was discussed, and the mean of 'mathematics for the all' was explained in detail.
