从对我国国有大中型企业的现状分析出发，依据当代质量管理理论和系统论原理，提出了一种与ＩＳＯ９０００－ＧＢ／Ｔ１９０００系列标准相结合的、可用于这类企业的质量管理层次决策模式．

Presents a discussion on the environment and condition of state-owned enterprises. Based on the theory of TQM and the principle of system engineering, it proposes a level-decision model of quality management which can be implemented in these enterprises.
