An Initial Discussion About Internal Quality Contributions Outflowing in Relationto External Contributions Selecting

“好稿外流”造成学报稿原匮乏的情况，在市属高校不同程度地存在着；与此同时，“外稿”却与日俱增，补充了学报的文稿，也带来了用稿的矛盾。解决这个矛盾的正确办法是既不反对好稿外流，又要做了外稿选优的工作。

Internal quality contributions outflowing, a case in which staff members of a university contribute to journals of other universities rather than to their own, is found more or less in city government run universities and responsible for the insufficience of contributions to the journals of these universities. On the other hand, the number of contributions from other universities is on the rise, which has led to the contradiction in accepting external contributions. A proper countermeasure to eliminate the contradiction, the writer holds, is to take a neutral attitude to internal quality contributions coutflowing while paying close attention to the selection of external contributions so as to guarantee the contributions quality of the journals in question.
