“机制”概念是现代科学发展和社会改革实践中使用得越来越多,应用范围越来越普遍的概念.这迫使理论界对这种思想发展趋势作出解释和说明.从系统科学的角度来看,“机制”是“结构与功能原理”在复杂系统理论研究中的应用.但是这种应用却带来了人们思维方式和实践方法上的重要变化,它使得人们从简单的机械论转入复杂有机的机制论,从被动地依附简单规律的思维方式转入主动地创造和控制自然的客观运动过程的真正实践的思维方式.通过现代自组织理论,“机制”概念推动了现代社会科学理论的真正科学化和系统工程化.机制论认为,社会系统工程就是一个个有机的、合乎人类目的的社会机制的不断研究创立和不断综合的工程,在现实的改革中,市场经济正是这种建立自组织化经济机制和社会机制的现代社会工程的开始.

Mechanism' is a concept which is used in more and more field in mordern science,social science and the practice of social reform,and becomes an important question we must answer and explain in theory. In the viewpoint of systems science , mechanism is an application of 'structure funcion' principle in the study of complex systems. However, this application leads an important change in our thinking mode and practice method from a simple mech -anism to a complicated or organized mechanism,and from a thinking mode by which we only passively rely on laws to a real practical thinking mode by which we can control and create objective process of motion. According to the theory of self - organization, the concept of 'mechanism' carries the theory of social science to a new stage of science and system engineering. In the point of view of mechanism ,social system engineering is an engineering that we study , synthesize and creat organized social mechanisms one by one which can meet or conform to the aim our mankind expect. In the actual reform of our society ,the development of market economy is a beginning of this modern social engineering building self - organized economic mechanism and social mechanism.
