社会主义市场经济体制要求我们必须改革传统的管理方式,推行整体管理.这是对马克思主义经济理论的丰富和发展.社会主义市场经济是法制经济,它要求对全社会进行整体管理.整体管理强调:管理系统自身科学的结构构成与管理运行机制、周围环境、要素功能相统一;以人为本的管理;系统整体大于离散的部分之和;克服消极因素,弘扬积极因素,以法制达到规范的系统动态管理;强调宏观、中观与微观管理的有机统一.整体管理不仅是国家、地方政府永恒的主题,也是企业全面发展的永恒主题.这是改革的要求,也是经济发展现实的要求,更是跨世纪时代的要求.

It enriches and develops Marxist's economic theory that reforming traditional management mode and practising systematic management under socialist market economy. Socialist market economy is a legal systemic economy which requires systematic management on the whole society. Systematic management stresses that the scientifie structure and components of management system should be united with the moving mechanism of management, enviro-ment and factor's function; man is the essence of management; system whole is larger than the sum of its parts; meantime, stresses getting rid of negtive factor and expanding active factor to reach standard systemic dynamic management by legal system and the organic integration of macro-,mid- and micro-management. Systematic management is not only the eternal subject of nation and local governments but also of enterprise to develop in an all-round way. It is the requirement of reforming, either of the reality of economy developing and still of the time of transera.
