论路网建设中铁路与其他运输方式的关系

DISCUSSIONS RELATIONS BETWEEN RAILWAY AND OTHERTRAFFIC WAYS IN CONSTRUCTION OF ROUTE NETWORKS

本文阐述了路网建设中铁路与公路、水运、航空和管道等５种运输方式的关系，说明发展交通运输事业，必须以加快铁路建设为重点，积极发展其他运输方式，重点建设以对国民经济有重大影响、在综合运输网中起重大作用的全国性、区域性铁路干线、公路国道干线、水运干线和管道干线。着重叙述了铁路与公路的关系，并以甘肃省和福建省为例，说明铁路与公路应相互配合协调发展，形成以铁路和公路为骨架，其他运输方式相配合的布局合理、技术先进、四通八达的交通运输体系。

The paper expounds the relations between the five ways of traffic,i.e. the railwaywith highway,waterway,airtransport and pipeline transport.In order to develop national com-munications and transporations,the necessities of speeding up the railway construction as essen-tial affair and developing actively the other ways of traffic are explained. The national and region-al railway trunk lines,main national highways,arterial waterways and main pipelines,whichhave significant influences on the national economy and play the important role in the networks ofthe coordinated transportations,should be constructed as the principal projects. The relations be-tween railways and highways are described emphatically.By taking the Gansu and FujianProvinces as exanples,it is recognized that the railways and the highways must be cooperatedwith each other for coordinating the developments. And thus,a communication and transporta-tion system,in which the railways and the highways are the frameworks and other traffic waysare cooperated,will be established. This system has rational distributions and advanced tech-niques and extends in all directions.
