摘要
本文简述我国铁路面临的严峻形势，提出加快铁路建设的途径：编制铁路建设长期规划；设计先行；扩大建路资金筹措来源；建立中国铁路银行；铁路转变为股份制企业、按市场需要及国家政策，自主调整运价；改进铁路基建运行机制。
This paper describes briefly the severe circumstances that the China’s railways arefaced with.In order to speed up the construction of railways,the author suggests severalmeasures,such as working out a long-term programme for construction of railways,design inadvance,enlarging the sources of raising the construction investments,the China RailwayBank established,railways converted to the stock corporations so as to readjust traffic pricesindependently and improving the operational organizations for the railway capital construc- tions.
