穿山半岛的开发与建设

THE DEVELOPMENT AND CONSTRUCTION OF THE CHUANSHAN PENINSULA

地处北仑区东部的穿山半岛有得天独厚的地理优势，它是北仑港深水岸线的延伸地，是宁波经济技术开发区、保税区和大榭岛的重要辐射地，又是通向舟山的跳板和舟山群岛未来发展必需的腹地和依托。因此，穿山半岛的规划要以２１世纪现代国际港城的组成部分为起点，以大港经济圈纽带的特殊地位并结合自身的资源特点进行系统规划。如在空间布局上拟规划白峰港口工业综合区、郭巨综合区、三山开发农业综合区、东端特色景观区及梅山综合区五大功能小区。还要在交通建设上有所突破，要建设环半岛沿海公路、构筑半岛公路网，还要随着开发建设的进程在半岛建设铁路。还可以白峰为中心建设一个以休闲、旅游、高级居住为主的花园式生态城市。并开发瑞岩寺森林公园、海滨风景区和以名胜、特产为景点的旅游风景区。穿山半岛的开发还须克服工程性缺水，合理利用和调配水资源。

The Chuanshan Peninsula, situated in the eastern part of Beilun, Ningbo, boasts a uniquely favourable geographical condition.It is the extension of the deep-watered coast line of the Beilun Port. It is the key area radiated from the Ningbo Economic and Technological Development Zone, the Free-trade Zone and the Daxian Island. It is also a spring board to Zhoushan and a necessary backing for the future development of the Zhoushan Archipelago. Therefore, it is the starting point that the plan for the development of the Peninsula should take it as a composing part of the 2lst century international port city. When it is systematically planned, it should be taken into account the Peninsula beinga special place as a tie in the economic ring of the big city and the natural resources it has. For instance, when laying out the overall spatial arrangement, five functional areas should be schemed out. They are the Industrial Comprehensive Area of the Baifeng Harbour, the Comprehensive Area of Guoju, the Agricultural Comprehensive Area for the Development of Sanshan, the Characteristic Sights Area of the Eastern End and the Comprehensive Area of Meishan. It is also of neceissity to make a breakthrough in the construction of traffic. It is important to build a coastal highway round the Peninsula and its network of transportation. A railway is expected to be programmed with the development and construction of the Peninsula. A Beifeng-centred garden-like city mainly for leisure, tourism and luxury living can also be built. Such places of interest can be developed as Ruiyan Temple Forest Park and Seaside Scenic Spots. The development of the Peninsula should overcome the engineering shortage of water and properly utilize and distribute the water resources.
