The Predicament That Impoverished Areas Are Facing in Shifing to a Market Economy and the Measures to be Taken

在向市场经济转轨中，不同经济发展水准的地区面临的问题是不同的．对发达地区是如虎添翼，对贫困地区则可能产生新的危机，因此，贫区地区只有认清形势、抓住机遇、寻求对策、发挥资源优势、主动进击才是根本的出路，本文从市场经济要求的角度指出了贫困地区面临的三大问题及五个方面的对策。

In shifting to the market economy,regions at different economic levels are faced to variousproblems What is conducive to the economic growth in devdloped regions may be leading to new prob-lems in impoverished areas.The principal solation for these areas' problems is to examine the situations,take up opportunities,find a good approacn,make use of natural resources and act rigolously. Fromthe angle of rnarket economics,the author points out three major problems that impoverished areas arefacing and offers measures in 5 fields.
