Several Problems Needing to Be Solved Urgently in Developing The Economy and Technology of Poor Distyicts

本文论述了贫困地区经济发展过程中急需解决的几个重要课题：首先应把科技进步作为发展经济的基础，因为科技进步是科学技术与生产力结合的产物，体现管理科学、技术科学和人才培养、劳动者素质等各方面的综合发展，本文从脱贫地区的经验出发，论证了发展贫区经济必须以市场导向、将产品生产变为商品生产，建立龙头企业和生产基地，走科技与经济结合的道路，提出了我省贫困地区可供选择的，有潜在市场的支柱产业，强调了政府培育和建全市场组织的必要性。

In this paper,several importaut problems that need to be solved urgently during developingthe economy of poor districts are discussed.Pirst of all,the progress of science and technology should betaken as the basis of developing economy,because it is the result of combining science and technologywith production,and it embodies the comprehensive development of many aspects such as managemeuutscience,technological scinuce,personnel training,laborer quality,and so on,The experience of theex-poor districts demonstrates that, to develop the economy of poor districts,we must chose the waythat depends on market conducting,turns product producing into commodity producing,sets up leadingenterprises and producing bases,and combines science and technology with economy.Several pilarindustries of poor districts in Yunnan province,with are able to be chosen and have potential marhet,are suggestd. And the necessity that government breed and perfect market organizations is also emphasized.
