A Preliminary Inquiry on Assessment of Science & Technology Processing in Society

科学技术水平一直是评价综合国力的指标之一,当今世界高科技的潮流使科技的地位更加突出。自改革开放以来,从科技体制到科技运行,应建立怎样的指标体系,才能揭示我国科技运行中存在的问题,以保证经济持续稳定增长和科技水平的提高,是急待解决的重大课题,本文仅是解决这一问题的初步尝试。文中界定了科技系统及其环境,分析了科技系统的构成,设定了建立指标的原则、评估标准和方法,并尝试着建立了综合评估指标体系。

Science & Technology (ST) is one of the most important creterions for national power. ST system has changed a lot since the reform in 1978. But it remains a problem how to build a creterion system to assess the ST processing. This paper tries to give an answer. With the method of system analysis, this paper defines ST system and its environment, and advances the principles and methods of such an assessment. On the above basis, a comprehensive creterion system is set up as an attempt.
