This paper is considered the linear system We first using the method of exponential decomposition of fundamental solution define the uniformly characteristic exponent of the system such that it is completely determined. And its operational property under new definition is discussed. Finally we study the connection between the stability under the small perturbations and the exponential dichotomy.
