摘要
科学基金制是我国科技管理体制改革的产物，科学基金资助是基础性研究的全力支撑条件，亦是稳定基础研究的一个因素。随着学科门类和申请项目的不断增加，如何管理好基金项目，建立新的运行机制和管理模式，是高校开展基础性研究工作亟待解决的问题。本文从管理实践入手，拟对我校基金的来源、政策、选题原则、指导思想、基金项目的前后期管理进行了初步探讨，提出了科技项目专家评价指标体系，供同行们参考。
Starting from the scientific and technical management practice,this paper preliminarilydiscusses the sources of the university's founds,the policies,the principles of selecting subjects of scientificresearch,the gulding thinking,the management of the projects in the front and rear poriod. The indexingsystem of experts'evaluation for the projects is proposed here.
