论劳动力市场需求约束条件下的东莞经济模式

ON THE ECONOMIC MODEL OF DONGGUAN RESTRAINED BY MARKET DEMANDS OF LABOUR FORCE

以简单劳动密集为特征的东莞经济模式(以下简称“东莞模式”),不仅优于笼统的劳动密集模式和粗放经营模式,而且最接近于无资本创造资本的情况,故可称之为“准刘易斯模式”。从劳动力资源的市场需求约束、特点及其在国内外相对要素价格比较优势分析,东莞模式在今后30～50年内,仍然是我国合理配置资源的必要和有效形式。它有助于增进劳动者收益、国民财富、亚太地区经济协作与交流,乃至全球经济稳定与繁荣。在东莞模式可能出现的内移、升级和改进3种前景中,本文主张第3种选择,并提出了开拓市场需求、活化劳动力存量、劳动力流动市场化和人力资本投入效率化等改进措施。

The economic model of Dongguan (abbreviated to 'Dongguan Model') with the feature of simple labour intensity is not only superior to the general model of labour intensity and extensive operation,but also most approaches the circumstance of creating capital under the condition of no capital, therefore it can be called 'Quas - Lewes Model'. From the restraint and characteristic of market demands of labour resources and comparatively superior analyses of corresponding element prices at home and abroad, Dongguan Model is still a necessity and effective form of reasonably disposing resources of our country within the next thirty or fifty years. In addition, it is helpful to increase labourers ' incomes, the national wealth, the economic cooperation and exchange in the area of Asia and the Pacific Ocean, and it is even helpful to the economic stability and prosperity of the whole world. Among the three kinds of prospect——moving inwards, escalating and improving which may emerge in Dongguan Model, authors advocate choosing the third one, and present the measures which need improving, such as developing market demands, activating the storage quality of labour force, making labour force enter markets and putting into manpower capital effectively etc.
